Service. I have now had the clause added to the General Orders, and I should be glad to have your covering authority to this extra expenditure which amounts to $912 a year. Of this sum 8264 is covered in the Estimates for 1913. For the balance a vote must be taken next year. The expenditure amounting to 8240 for these house allowances in 1912 has been met out of lapsing salaries. I attach a statement showing the effect of the recommendation made in this Despatch.
